It involves coordination with national and regional networks (Myanmar, Cambodia, Laos) to ensure meaningful community engagement, support monitoring mechanisms, communication, and policy advocacy to improve access and quality of health services for vulnerable populations. In addition, the role contributes to building a more resilient, equitable, and community-driven health system that reflects the needs and voices of key populations. Responsibilities also include reporting, policy advocacy, and leading knowledge management and dissemination efforts to scale up good practices across civil society in Thailand.MAJOR RESPONSIBILITIESAdvocacy & Policy Influence 50%
  • Develop and implement advocacy strategies to promote community systems strengthening at national and sub-national levels.
  • Engage with policymakers, donors, and stakeholders to influence policy and financing mechanisms, including NHSO accreditation pathways.
  • Prepare policy briefs, advocacy materials, and presentations for external audiences.
  • Lead advocacy efforts with government agencies and health facilities, support facilitation of CLM processes, coordinate with CSOs and implementing partners, and ensure alignment with national TB and HIV frameworks and strategies.
  • Synthesize CLM findings and support evidence-based advocacy initiatives to influence policy and service improvements for migrant TB/HIV programming.
  • Provide regular progress updates, documentation, and feedback to the M&E team and contribute to knowledge sharing across partners.
Facilitation role in development of migrant TB led HIV CLM 20%
  • Assist the Community Networking and M&E Officer in all stages of information gathering and data collection, and support the design and maintenance of a multilingual (Myanmar, Khmer, and Lao) migrant-led TB/HIV community monitoring and feedback platform.
  • Facilitate coordination among government and private service providers, TB/HIV-affected populations, and Migrant Health Volunteers (MHVs) to develop a migrant-friendly operational platform and conduct capacity-building trainings for end users.
SR Engagement and Capability Building 20%
  • Support capacity building initiatives for Community Health Workers (CHWs) and Civil Society Organizations (CSOs) to meet NHSO accreditation requirements, as well as to strengthen Community-Led Monitoring (CLM) practices.
  • Facilitate training, mentorship, and technical assistance to strengthen organizational readiness and service delivery.
Knowledge Management 5%
  • Lead the development and implementation of a knowledge management and dissemination plan to capture and share good practices.
  • Document lessons learned, success stories, and innovations from community-led initiatives.
  • Ensure knowledge products are accessible and used to inform policy, programming, and scale-up efforts across civil society.
Team Support & Coordination 5%Actively participate in team meetings.Share data reports and information with other WV teams, including MEAL Department, SLT, and Grant Acquisition and Management Division.Complete other tasks as required and assigned by line manager.Collaborate closely with program teams, partners, and stakeholders to ensure alignment and synergy across activities.Contribute to work planning, reporting, and monitoring of program progress.Provide technical input and coordination support for cross-cutting initiatives related to community systems strengthening.KNOWLEDGE, SKILLS AND ABILITIES
  • At least 3 years' experience with INGO and additional at least one-year experiences in TB/HIV among migrant population, preferably on public health programs and digital /social media knowledge.
  • Demonstrated ability contribute to the design and operation of M&E systems, including advanced skills using digital data tools collection and analysis.
  • Thai/English speakers.
  • Migrant language (Myanmar, Cambodia, Lao) speaking would be an asset.
  • Minimum 3-5 years of experience in advocacy, community health, or civil society engagement.
  • Strong understanding of Thailand's health system, particularly NHSO and community-led approaches.
  • Excellent communication, facilitation, and stakeholder engagement skills.
  • Experience in knowledge management and policy advocacy is an asset.
  • University degree in Social Sciences, Epidemiology and/or Public Health.
  • Computer competency preferably including multilingual digital data management in a related area.
  • Bachelor's or Master's degree in public health, social sciences, development studies, or related field.
  • Candidates with a strong understanding of the migrant context in Thailand and proven field-level experience in TB/HIV service delivery in coordination with government hospitals are highly preferred.
  • The candidate should demonstrate physical and mental fitness, strong resilience, and the ability to work independently under pressure, delivering results effectively and on time.
