Established in 1933 at the request of Albert Einstein, the IRC operates in more than 40 countries and 26 U.S. cities, helping people survive, regain control of their futures, and rebuild stronger communities.Thailand hosts one of the world's most protracted refugee situations, with more than 90,000 verified refugees residing in nine camps along the Thai-Myanmar border. Recent policy developments granting legal work opportunities to refugees open important pathways for advancing sustainable solutions and strengthening social cohesion. However, realizing these opportunities requires sustained advocacy, technical expertise, and coordinated action. At the same time, the IRC's continued delivery of essential services-particularly health care-aligned with the government's transition plan within the camps remains critical to ensuring refugees are adequately prepared and supported throughout this important period of change. The IRC plays a leading role in providing assistance in the camps and works closely with the Royal Thai Government to support both the implementation of legal work policies affecting Myanmar refugees and the transition of health service provision to government systems. Having operated in Thailand since 1975, the IRC continues to assist displaced populations along the Thai-Myanmar border, including those living in the nine refugee camps.Job Overview/Summary:Under the EU refugees transition project, the Health Coordinator oversees the overall management and of the health sector. The Health Coordinator provides leadership and facilitates processes that will ensure a well-coordinated, strategic, and effective health project to address essential and basic health needs of targeted population. Key responsibilities include overseeing the management and distribution of health insurance packages for vulnerable refugees across nine camps as well as coordinating and advocating with Thai authorities for a smooth transition of health services to Thai government-led systems. To ensure health related needs of the affected population are properly covered, the Health Coordinator will effectively support the collective preparation and response with National and Provincial coordination body. The Health Coordinator will be based in Mae Sot under supervision of Deputy Director of Program. The Health Coordinator will be responsible for supervising all staff of the IRC (Health and WASH) team with close technical coordination to the IRC technical advisor team.Major Responsibilities:
- Ensure health insurance package procurement, and actions align with EU consortium and Ministry of Public Health policies and procedures. Ensure the criteria for health insurance provision for vulnerable population is set and procure accordingly.
- Identify core Health insurance advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives for marginalized population.
- Ensure access to Health Insurance package to displaced population and develop appropriate coordination between all Health partners, through establishment/maintenance of Health sector coordination mechanisms, including working groups at the national levels
- In collaboration with Thai officials and key stakeholders, create information channels of institutional support for border health system strengthening
- Serve as focal point for communication with Thai health authorities in the process of Refugee Health Program transition plan
- Identify gaps in the transition process of WASH and Health and conceptualize how inter-sectoral needs can be met through collective delivery
- Continue developing/updating Health and WASH transition strategies and action plans and ensuring that these are adequately reflected to the SMT and consortium members.
- Ensure the efficient use of resources by preparing sound project budgets, monitoring project budgets against expenditure, ensure compliance and appropriate adjustments by providing support and oversight to Sr. program manager on programmatic spending, track Budget vs. Actual reports.
- Develop workplan reflecting to the project timeline and ensure the health component of the project is achieve according to project timeline.
- Work with IRC's Program Unit in the development of strong and coordinated project monitoring and evaluation systems in the health sector including partners monitoring, development and maintenance of systematic data collection, storage and dissemination tools. He/She is responsible for developing the high-quality program report in contributing for donor submission.
- Provide monitoring and evaluation of the knowledge and skills of WASH committee to operationalize the community led WASH services across seven camps.
- Serve as a focal lead person to coordinate with partners implementing Health and WASH Projects under the consortium.
- Provide technical support to implementing partners and coordinate with Partnership Team in monitoring and evaluation related to implementing partners. Liaise with DDP and technical advisors to ensure partners' projects are implemented according to the proposed plan.

- Manage, coordinate and be the overall lead of IRC health program under the EU consortium project to ensure effective and coherent Health Needs participatory assessment is done before the start.
- Ensure that Health responses are in line with existing policy guidance, technical standards, and relevant Government legal obligations
- Ensure adequate monitoring mechanisms are in place to review impact of Health interventions and progress against implementation plans. This specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time.
- Ensure adequate Health impact reporting and effective information sharing to demonstrate the closing of gaps.
- Coordinate the development, adaptation and implementation of an Indicators' Monitoring Framework to ensure adequate implementation of the Health Sector Plans.
