Established in 1933 at the request of Albert Einstein, the IRC operates in more than 40 countries and 26 U.S. cities, helping people survive, regain control of their futures, and rebuild stronger communities.Thailand hosts one of the world's most protracted refugee situations, with more than 90,000 verified refugees residing in nine camps along the Thai-Myanmar border. Recent policy developments granting legal work opportunities to refugees open important pathways for advancing sustainable solutions and strengthening social cohesion. However, realizing these opportunities requires sustained advocacy, technical expertise, and coordinated action. At the same time, the IRC's continued delivery of essential services-particularly health care-aligned with the government's transition plan within the camps remains critical to ensuring refugees are adequately prepared and supported throughout this important period of change. The IRC plays a leading role in providing assistance in the camps and works closely with the Royal Thai Government to support both the implementation of legal work policies affecting Myanmar refugees and the transition of health service provision to government systems. Having operated in Thailand since 1975, the IRC continues to assist displaced populations along the Thai-Myanmar border, including those living in the nine refugee camps.Job Overview/Summary:Under the direct supervision of the Health Coordinator, the Senior Health Manager is responsible for the day-to-day implementation of the project activities. This includes management of family planning services in Mae Ra Ma Luang and Mae La Oon camps in Mae Hong Son province. S/he also facilitates usage of health insurance by refugees across nine camps and supports essential community-led WASH services in seven camps. The position supervises and trains camp-based staff to ensure quality of family planning services. Strengthens the capacity of camp-based staff on data collection and reporting of performance indicators.Major Responsibilities:
- To implement family planning projects in two Mae Sariang camps.
- Oversee the implementation of quality FP, RCH programs and ensure that program goals, objectives, targets, and activities are met, as stated in the donor agreed project work plans and log frames.
- Conduct FP training for the usage of long / short term FP methods and provide technical oversight in terms of project management to the camp-based clinical staff.
- Ensure the utilization of family planning drugs and medical supplies (for long- and short-term family planning services) are in line with protocols. Provide technical oversight in reviewing monthly consumption patterns, approving monthly requisition, and facilitate the procurement of medical supplies.
- Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.
- Ensure that the health program is implemented in line with the donor's principles: promoting and protecting rights, participation, capacity building, partnership, and holistic programming.
- Ensure the development and maintenance of systematic data collection, storage and dissemination tools.
- To strengthen the skills and knowledge of data collection, reporting, assess training needs of health program staff, develop training plans and provide refresher training and verify that program indicators and targets are met to ensure the quality of services.
- Perform other duties as assigned by the Supervisor.
- Strong clinical skills with up-to-date medical knowledge.
- Experience working in partnership with local and community-based partners in health services delivery.
- Good budget management skills.
- Experience in managing and mentoring multicultural staff and involving a wide array of program stakeholders.
- Strong interpersonal and communication skills, both oral and written.
- Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
- Competent in Windows, MS office programs, email, and relevant health databases (HMIS, DHIS etc.).
- Professional demeanors.
- Experience in implementation of communicable disease outbreaks investigations and response.
