- Design an M&E plan to track project progress and guide decision-making.
- Oversee data analysis to assess performance and shape strategies.
- Prepare transparent reports on project progress, specifically for the GCF Annual Performance Reports (APR).
- Monitor and address risks to strengthen project resilience and ensure alignment with the Theory of Change (ToC).
- Conduct technical training sessions for project team members, DDPM, DPT, and other stakeholders on M&E tools and monitoring activities, and prepare associated training reports.
- Collaborate with the project manager and the GEDSI Specialist to ensure gender-sensitive indicators are integrated into the Performance Measurement Framework.
- Lead the institutional capacity assessment and baseline data collection to ensure the accuracy of reported climate adaptation results.
- Contribute to the project’s interim progress reports and the project completion report.
- Support ADPC M&E Manager in institutional reporting processes as required.
- Comprehensive Project M&E Plan: Including the Performance Measurement Framework for the project indicators, baselines, targets, and a detailed Data Collection Plan (with a specific plan for each of the indicators, including the methods, frequency, and designated roles and responsibilities for ADPC and/or DCCE staff) aligned with the project logframe and the GCF Readiness Results Management Framework. (Deliverable #1)
- Training sessions for project team members, DDPM, DPT, and other stakeholders on M&E tools and monitoring activities, and the associated training reports. (Deliverable #2)
- M&E Operational Toolkit: Finalized standardized tools including survey instruments, questionnaires, automated reporting templates, and participant tracking databases disaggregated by gender. (Deliverable #3)
- Institutional Capacity Assessment Report: A detailed baseline and end-line documenting the current human resource, technical, and financial gaps for DDPM and DPT, aligned with Logframe Indicator 1.3.1.1. (Deliverable #4)
- Final Evaluation (Lessons Learned) Report: A comprehensive synthesis report of project impacts and best practices, endorsed by DDPM, DPT, and DCCE for GCF grant closure. (Deliverable #5)
- Minimum 5 years of professional experience in designing and managing M&E frameworks for large-scale projects in CCA, DRR, or environmental management.
- Strong understanding of the GCF Integrated Results Management Framework and Theory of Change (ToC) methodologies.
- At least a Bachelor's degree in M&E, Statistics, Environmental Science, Economics, International Development, or a related field. A Master's degree in a relevant field is preferred.
- Proven experience in preparing high-quality technical reports for international climate funds (GCF, GEF, etc.).
- Demonstrated working experience or engagement with Thai Government agencies will be considered favorably.
- Fluency in Thai (reading, writing, and speaking) will be considered favorably.
- Strong English communication and report-writing skills are required.
