Collaborate with the Owner and GC to develop a comprehensive Procurement Strategy (Project Procurement Plan) for Owner review and approval
Define optimal packaging of trade contracts and material supply to ensure efficiency and alignment with project timelines
Identify all required trades, materials, and equipment, including long-lead items and those with special design requirements.
Work with the GC to develop a master list of potential vendors (contractors, suppliers, manufacturers)
Oversee the GC's prequalification process to ensure vendors meet project standards for experience, financial stability, and capacity
Review and validate the GC's recommended list of prequalified vendors with the Owner
Ensure the GC executes the bidding process in compliance with Owner's procurement guidelines
Review bid documentation and procurement schedules to ensure integration with the overall project timeline
Monitor bid management activities and ensure transparency and competitiveness
Independently review GC's bid analysis and award recommendations for each trade package
Validate that recommendations adhere to the Procurement Execution Plan and provide justification for vendor selection
Ensure Owner approval is obtained before final award decisions
Represent the Owner's interests in all project forums and lead key procurement-related meetings
Support commercial negotiations alongside the GC and facilitate communication among stakeholders
Provide continuous support both on-site and off-site to resolve procurement challenges and drive project success
Develop procurement strategies for Owner-Furnished Equipment (OFE), Contractor-Furnished Equipment (CFE), and Owner-Nominated Contractor Procurement (ONCP)
Support the design team in identifying long-lead equipment and developing procurement packages
Drive the procurement process including vendor prequalification, tendering, bid leveling, and joint negotiations with Owner stakeholders
Assist in reviewing tender documentation and procurement of subcontract packages for foundations, site works, CSA, MEP, and other relevant scopes
Ensure procurement is based on competitive bidding from prequalified subcontractors, with a minimum of three bids per package
Coordinate with Owner's procurement policies to establish timelines for consultant, contractor, and vendor procurement
Ensure Owner's contract principles are incorporated into all prime and second-tier contracts
Support internal document management requirements during the contracting process
Define and enforce the bid leveling process for subcontractor selection
Conduct market assessments to evaluate local construction capabilities and capacity to deliver the project
Ensure all procurement activities follow Owner's guidelines, best practices, and procedures
Coordinate with Owner's Procurement Organization for feedback and alignment throughout the procurement lifecycle

10 years' minimum experience in plant maintenance or construction in the Oil and Gas Industry
Experience in Data Center projects will be considered an advantage.
