Develop and maintain accurate construction cost estimates based on design maturity, with periodic updates to meet Owner requirements.
Support value engineering efforts and ensure cost estimates remain within ±20% of actuals.
Maintain the overall project budget, including contract and payment status logs for all Owner-held contracts.
Review and validate all cost and schedule-related claims from the GC and contractors.
Provide recommendations to the Owner on claim acceptability and lead negotiations for financial settlements as needed.
Facilitate and coordinate the review and approval of contractor/vendor payment applications.
Establish and implement payment processing procedures in collaboration with the Owner.
Review invoices and recommend payments, documenting all adjustments.
Coordinate with the Owner's project controls team to ensure accurate data flow between site-level project health and global reporting systems.
Organize and lead monthly cost report reviews, change control board meetings, and commercial discussions.
Maintain an up-to-date register of all project contracts, requisitions, inquiries, approved and potential change orders.
Submit monthly contract reports to the Owner and ensure all informal agreements are formalized in writing.
Administer contracts with clients, subcontractors, and suppliers, ensuring compliance with contractual obligations and managing variations and disputes.
Prepare and maintain a Change Order & Risk Log in a format approved by the Owner.
Review contractor change order requests for cost and schedule impacts and negotiate as necessary.
Recommend appropriate authorization methods for changes to work.
Ensure Owner's contract principles are incorporated into all prime and second-tier contracts.
Assist in preparing special and general conditions for the project, with emphasis on construction phasing and sequencing.
Support the Owner's document management team in defining contracting requirements.
Oversee GC's assessment of the local construction market to evaluate capacity and capability.
Coordinate with the Owner's procurement organization to ensure subcontractor selection aligns with Owner guidelines and best practices.
Monitor project performance against contractual terms and manage changes effectively
Resolve disputes among stakeholders to ensure smooth project execution and protect Owner interests.

10 years' minimum experience in plant maintenance or construction in the Oil and Gas Industry
Experience in Data Center projects will be considered an advantage.
