Job DescriptionOur client is a leading optical manufacturer.Responsibilities
  • Managing & improving the facilities to proactive support operations. Being responsible for managing facilities system to ensure uninterrupted manufacturing activities, and fulfil the requirements from ISO14001, ISO45001, company EHS and local laws/regulations. This includes directing full-scope facility operation, facility engineering, preventive maintenance, servicing program, and project management to continue to improve the performance of all facilities which supports the company's sustainable business growth and strategies.
  • Establishing and maintaining a system to minimize risk. Physically audits/guides work of subordinates and installation projects to ensure all systems under compliance way.
  • Promoting TPM/WCM methodology to build up a sustainable facility structure and system.
  • Managing the facility projects to make sure the delivered projects can meet the defined quality requirement with cost-effectiveness and within a defined timeframe
  • Handling contractor management, and technical support to all internal customers when necessary.
  • Making planning for the next turnover and report. Handling operation reports and cost control planning.
  • Performing management evaluation and competency training, and development of facilities engineering and operations personnel.
  • Handling human resource management and training employees with skilled skills. Coaching and developing the facility team members to be a highly motivated and disciplined team.
  • Being a core technical competency of the team regarding theoretically and practically.
  • Planning, directing, monitor Plant preventative, corrective maintenance and repair activities to ensure production equipment operates reliably.
  • Planning, prioritising schedules, and managing production equipment maintenance activities (for example planned maintenance programs, shutdowns, or emergency repairs) to rectify breakdowns, and malfunctions and minimize business disruptions.
  • Monitoring the cost and effectiveness of activities to optimize resources.
  • Researching, evaluating, and recommending new maintenance methodology, equipment, and tools to enhance the capabilities of the maintenance team.
  • Leading, directing, evaluating, and developing maintenance staff so that repair and service activities are completed accurately, safely and on time.
  • Being a core technical competency of the team regarding theoretical and practical. Leading promote TPM, WCM program.
  • Managing the acquisition and maintenance of capital equipment for the facility & building writing specifications and coordinating purchasing, delivery and installation.
  • Developing and managing or assisting with developing and managing the annual operating budget for facility & building and plant building costs.
  • Implementing short- and long-range team goals, objectives, policies, and operating procedures; monitoring and evaluating program effectiveness; effects changes required for improvement.
  • Directing and coordinating the activities of Engineers, technicians, service contractors and local government in the provision of comprehensive construction project management, facility maintenance and repair services, carried out facility-wide by a large, diverse multi-trades workforce.
  • Monitoring service contracts for compliance and cost; monitoring the performance of the in-house workforce and expenditures of assigned cost centres; monitoring the quality of work to ensure adherence to industry standards and compliance with state, laws, regulations, and guidelines.
  • Overseeing the supervision of assigned personnel, which includes work allocation, training, and problem resolution; evaluating performance and making recommendations for personnel actions; motivating employees to achieve peak productivity and performance.
  • Participating in the development and implementation of shop-specific safety training programs, and assures workforce compliance with EHS requirements.
  • Establishing and directing annual maintenance programs, including off-season testing/overhaul of heating and refrigeration systems and associated control systems, as well as seasonal start-up and shutdown.
  • Conducts maintainability review of new construction design documents to assure compliance with published standards and to ensure reasonable repair and overhaul access to facility systems.
Qualifications
  • Bachelor's Degree preferred major in Mechanical, Electrical or Civil engineering.
  • Demonstrate competency in construction, renovation and improvement projects theoretically and practically.
  • More than 5 years of experience in construction and facility management projects preferring medical, food, electronic and chemical manufacturing.
  • Experience in New plant setup (Greenfield project) and construction project (expansion).
  • Strong experience in engineering design or construction of the equipment or part of the manufacturing.
  • Good command of English and PC skills (Excel, Word, PowerPoint, CAD).
  • Familiar with FM and NFPA standards.
  • Problem-solving skills such as root cause analysis.
  • Experience in 5S, TPM, WCM.
  • An excellent team leader and team player. Strong communication and leadership.
  • With a customer-focused & cost-effective mindset.
  • High integrity, open-minded & self-motivated professional experience.
  • Able to work under pressure and a tight schedule.
  • Prefer with semiconductor, electron, or chemical industry background.
