- Bachelor's degree in Business, Healthcare Administration, Finance, Actuarial Science, or related field required.
- Master's degree (MBA, MHA, MPH) preferred.
- 8+ years of experience in Medicare product development, health insurance, or healthcare strategy.
- Strong understanding of CMS regulations, Medicare Advantage bid process, and benefit design.
- Expertise in Medicare Advantage, Part D, or MedSupp products.
- Strong analytical skills with experience in financial modeling and product performance analysis.
- Excellent leadership and cross-functional collaboration abilities.
- Strategic thinker with strong problem-solving and decision-making skills.
- Excellent communication skills (written and verbal).
- Ability to manage complex projects with multiple stakeholders under tight deadlines.
- Experience working with actuarial or health plan pricing teams.
- Prior involvement in STAR rating improvement initiatives.
- Knowledge of provider contracting, care management programs, and value-based models.
- Experience leading teams in a matrixed environment.
- Develop and execute the annual Medicare product strategy, including market positioning, benefit design, and pricing direction.
- Identify emerging trends, competitive insights, and regulatory opportunities to inform innovation in benefit offerings and care models.
- Lead cross-functional initiatives to design new Medicare products or enhancements based on customer needs, CMS guidelines, and business goals.
- Oversee end-to-end product development cycles, from ideation through launch.
- Collaborate with actuarial and finance teams to build financially viable products and ensure profitability.
- Ensure all product designs are compliant with CMS regulations, state rules, and company policies.
- Evaluate existing product performance and implement enhancements based on analytics and member feedback.
- Partner with compliance, legal, medical management, provider networks, and operations to ensure successful product implementation.
- Work closely with marketing and sales teams to develop product positioning, sales materials, and go-to-market strategies.
- Lead product steering committees and manage collaboration across multiple departments.
- Stay current with CMS regulations, bid requirements, and policy changes affecting Medicare products.
- Oversee preparation of CMS bid submissions and required product documentation.
- Ensure all products meet required CMS standards, filing deadlines, and audit expectations.
- Track product performance against key metrics such as enrollment, profitability, STAR ratings, member satisfaction, and quality outcomes.
- Use data analytics to drive actionable improvements and corrective actions.
- Provide regular reporting to executive leadership.
