The UNESCO Institute for Statistics (UIS) is instrumental in shaping global education by providing reliable data, technical expertise, and leadership in learning outcomes. It actively addresses challenges related to artificial intelligence (AI) and machine learning and establishes a strong foundation for achieving the Sustainable Development Goals (SDGs). The UIS collaborates with various global and regional partners (e.g., World Bank, UNICEF, SPC, ASEAN) in data collection, compilation, and production.
The UIS is preparing the ASEAN Education Status Report, which will include a situational and contextual analysis of the sector to identify key issues, trends, and opportunities in the ASEAN education landscape. Both qualitative and quantitative data will be utilized to understand the region's education systems. Where possible, the analysis will cover context, policies, costs and financing, education performance, and system capacity across the region.Functional Context
The Senior Statistical Assistant reports directly to the Senior Regional Advisor and performs specialized technical and procedural tasks related to the production and dissemination of cross-national data and indicators, with a particular focus on ASEAN countries. The incumbent analyzes national data and conducts research to ensure compliance with international standards and methodologies. They participate in regional training workshops, providing support to the workshop leader, and coordinate project activities, delegating tasks to statistical support staff, interns, or volunteers as needed.Long DescriptionCore Tasks
Within delegated authority, the Statistical Assistant will be responsible for:
1. Indicator Management
- Maintain and develop UIS indicators and associated technical documentation.
- Improve the quality of UIS statistical databases.
- Compile, process, and manipulate data sets from multiple sources.
- Process and validate data and indicators for ASEAN countries.
- Assemble and examine original statistical material to ensure accuracy, clarity, and validity; make appropriate adjustments.
- Produce UIS statistical outputs and conduct data analysis.
- Prepare charts, graphs, and other outputs for reporting and presentations.
- Update statistical series in established formats.
- Maintain relevant computerized databases and web pages.
- Assist in liaising with UN system organizations to obtain necessary statistical information.
- Respond to data requests and queries in a timely manner.
- Provide administrative and logistical support to the team as required.
- Completion of secondary, technical, or vocational education.
- At least eight (8) years of experience, or three (3) years of experience with a bachelor's degree in data science, statistics, finance, accounting, or a related area.
- Proficiency in statistical software for data validation and processing (e.g., R, Python, Stata).
- Strong knowledge of MS Excel, MS Access, and SAS.
- Experience with analytics and data visualization tools (e.g., Power BI, Qlik, Tableau).
- Strong numerical aptitude and the ability to present statistics in tabular and graphical forms.
- Excellent analytical skills and experience managing large datasets with statistical software.
- Good organizational skills and ability to work under tight deadlines.
- Excellent team spirit and capacity to work in a multicultural environment.
- Excellent knowledge of Thai, and Good knowledge of English (written and spoken).
- University degree or advanced degree in data science, analytics, statistics, or a related field.
- Experience in official statistics, data processing, and scripting.
- Experience responding to inquiries and updating web portals.
- Programming skills (e.g., SQL, VBA, Java).
- Experience supporting multi-stakeholder projects.
- Experience working with the UN system or similar international organizations.
- Experience in education statistics and development contexts.
- Demonstrated technical writing experience, including co-authorship of reports or papers, preferably in learning assessments or related areas.
- Knowledge of other UN languages (Arabic, Chinese, French, Russian and/or Spanish) are an asset.
